Are there any Scripture that specifically mention praying to angels or to people who have died?

There are no scriptural passages that mention praying to angels. However, there are several biblical references that reveal angels' intercessions and other interactions with angels: the angel of the Passover; Lot and the angels that took him out of Sodom; Elisha the prophet with a host of angels; Ezra with Archangel Suriel; Tobit and his son Tobias with Archangel Raphael; Isaiah and the angel that put the coal on his lips; Daniel the prophet and Archangel Michael; Zacharias the priest and St. Mary Theotokos with Archangel Gabriel; the shepherds at the Nativity of the Lord Jesus Christ with a host of angels; the Mary's with the angels at the resurrection; the apostles and the angels at the ascension; St. Peter and the angel that released him from prison; St. Paul and St. Silas and an angel while in prison; and angels mentioned in the Holy Book of Revelation.

This is an additional resource regarding the power and importance of prayers and intercessions:
